We have had reports of drones operating in the neighborhood close to people’s homes. In Texas, it is not illegal fly drones below 400 feet over private property as long as the drone remains in the operator’s line of sight, or is line of sight of someone in direct communication with the drone operator, as long as the operator’s intent is not “surveillance” or “spying”. As one can guess, it is fairly difficult to prove “intent”.
It is illegal to use means to “take down” or damage the drone flying over private property. Even though it is flying over your property, the drone is considered private property of its owner and the property owner could be held liable for damages to the drone.
Part of the problem is that federal law succeeds state or local law. In cases where the laws from various enties conflict, federal will win out over state and state will win out over municipal. The FAA claims jurisdiction over all air space and they state that you can operate anywhere below 400 feet.
Nevada passed a law that prohibits operating a drone below 250 feet over private property with the permission of the property owner. This seems to be a great compromise and doesn’t seem to conflict with the FAA control of everything above 400 feet.
So what are our options? Remember that we are neighbors first. It’s easy to treat neighbors as we would like to be treated, though we are all guilty of forgetting that sometimes.
As property owners ouwselves, more importantly as neighbors, let’s remember to be respectful of our neighbors privacy. If your neighbor has a large, treeless lot that you would like to use for UAV flying practice, simply ask permission. If they say no, you can always avail yourself of one of the several parks in our area that do allow drone flight.
If someone is operating an unwelcomed drone over your property, you can contact the San Antonio Police Department’s Non-emergency number at 210-207-7273 or the Prue Road Station at (210) 207-7425 and report the incident. Right now, there is little they will do other than ask the person not to fly the drone over your property. But, as one SAPD office said to a recent complainant, “If you don’t report it, then it didn’t happen.”
So let your representative know what you want. If we want laws that better protect property owner rights, then we need to report incidents when they occur. You can also call your city, state and federal representatives. The more they hear about issues, the more likely they are to take action.
Additional Drone Resources
There is a lot of conflicting information out there, especially on social media sites like Nextdoor. Here are some official sites that will help get you started if you want to do a deep dive on this subject and learn what is allowed and what is prohibited.
The City of San Antonio
It appears, according to several unofficial sites, that drones are allowed in city parks, as the city has yet to prohibited operationing UAVs in its parks and the airspace, up to 400 feet, is Class G (Uncontrolled) and it is designated as a public space. When operation our UAVs in a public space remember to be considerate of others who are enjoying the space and be mindful of safety considerations, especially around the elderly or children who may not be able to move swiftly to avaoid contact with the drone.
Many of you will remember our good friend and long time neighbor Frank Obregon, who suffered from and was eventually take from us due to this horrible disease. Team Obregon will be hosting a fundraiser in the DEERC Building on April 19th.
If you can not attend the event, please consider making a donation. Every bit helps in the hope that other families will not suffer the same loss as our friends the Obregons.
As most neighbors know, around this time every year, the neighborhood becomes momentarily infested with frantic, and quite competitive, egg hunters. This year was no exception. The egg hunters descended upon the Clubhouse on the Saturday before Easter Sunday and were relentless in their pursuit of finding every last candy-filled treasure hidden on the property by the Easter Bunny’s assistants. They also competed in several fun games including the water relay and the pinata.
Many thanks to the neighbors who helped put on the show: First a big Dreamhill Thank You goes to Gloria Kelly for organizing the entire event as the Event Chairperson for DENA. Thanks also to the team: Joe, Bart and Dale for their expert lawn work before the event; Suzanne and Al for creating a most impressive egg collection station the week before the event; our cooks Abel, Bart and Dale for perfecting the grilled sausages and hot dogs; Rosemary picked up the piñata; Ron brought the games and was the piñata master puller to keep the kids on their toes (literally); Tessie donated the piñata candy; Winnie donated raffle prizes; our games masters Winnie, Rose and Kitty organized the games and herded all the rabbits; Winnie, Herb and Malcolm for help with setup and cleanup – actually everyone on the team was there early to setup and stayed after to help cleanup…So many thanks to the entire team for another successful event.
Events like the Easter Egg Hunt, July 4th Parade and Picnic and the Holiday Party only happen because as a neighborhood, we all pitch in. If you are interested in helping at an event or would like to attend a DENA Meeting, please reach out and let us know. (info@dreamhill.org / 210-775-1824). Join in the fun. It’s a great way to get to know your neighbors. Our annual events are one of the many things that make living in Dreamhill Estates so special.
EGGS, EGGS and More EGGS PLAN FOR THE EASTER EGG HUNT & PICNIC SATURDAY, March 30 9:00 – 11:00am.
The DreamHill Estates Neighborhood Association Annual Easter Egg Hunt will be held at the DEERC property at 6802 Dorothy Louise Dr.
Candy / Egg Donation – For each child please drop off at least a dozen prefilled plastic Easter eggs to the Cantu’s at 6907 DL any day between Monday (3/25) through Friday (3/29) between 8:00AM and 8:00PM.
NO Confetti or real eggs please!!
There will be a variety of games and activities planned for the kids such as a tug-o-war, water relay, and pinata in addition to the egg hunt. Past Events
Parking will be available on the street as the space on the property will be used for the events. Please keep your vehicle on the pavement and do not park on a neighbor’s lawn. We ask that everyone park on one side of the street only so we do not hinder traffic.
Beside the primary hunting territory, there will be a roped off area just for toddler egg-hunters. Following the egg hunt, there will be a succession of games for all the kids as usual, as well as a piñata for the big bash.
This is usually one of the most fun events of the year as it tends to attract all ages, with a good showing of kids, parents and grandparents, as well as friends of each age group.
There will be a cookout as usual following the frantic search for eggs – look for yummy sausage and hot dogs in buns or tortillas, chips and drinks as well as meet-and-greets with all our neighbors and friends.
If you wish, bring your favorite sweet treat to share with neighbors.
It STILL does not feel like fall, but I’ll take this week’s “cool front” with days in the nineties over the past several weeks of consistent triple digit days. Autumn may be a way away, but Labor Day is here! Our neighbors, the Trawick Family, invented a tradition that we’re carrying on by hosting the annual celebration in the DEERC Building.
